Spouse's Parent Visa Details -Query

Hi All,

I am having few questions regarding my Spouse's parent Visitor visa.

1- From Toronto may i apply visa for my spouse's parent?- I am having Work permit and spouse having visitor visa.

2- What is way to apply for this visa?
3- What documents required?
4- how much time it will take?

Any other input feedback is very helpful for us.
