Spouse WP after PNP

Hello

I am posting this on behalf of a friend. He is on a Work permit (NOC C) in canada and his wife came on visitor visa later. After he got Manitoba PNP the couple applied for federal PR online. They have not received AOR yet.
The question is how can the spouse get a work permit?
