Spouse Work Permit Denied

Hello,

I got my Work Permit Visa approved.
Also, I've applied for Open Work Permit Visa for my wife who is completed her college and currently not working. It is not approved.
I don't get any proper reason for the rejection.

Now, I've few questions:
1. Whether I can apply for dependent Visa immediately? The OWP visa is rejected a week ago. Any cooling period is applicable?

2. Still I don't travel on my approved Work Permit and my travel will be planned in a month. Is that possible to apply for dependent visa now when I'm still outside Canada?

3. Will I get the fee refund for the rejected Open Work permit visa?

Could anyone please advise.

2. Yes - you can apply while outside of Canada.
