Spouse Visitor Visa Refusal - ( in parallel our spouse sponsorship process is ongoing and we got CSQ)

I am a permanent resident and I am sponsoring my spouse. After we received AOR, submitted biometrics + Medical , we applied for CSQ and we got the CSQ as well.
Then we decided to apply for a visitor visa for my wife; below is the timeline :
  • Date of application through IRCC portal : Feb 22, 2025
  • Refusal letter Generic received: March 7, 2025


Below are the information of the application:
- my place of residence: Quebec
- financial proof : my wife shows 2000$ + my payslips + bank statements + work certificate ( including my salary $80K a year )
- arrival and returning date : 03 May 2025 - 30 October 2025
- leave note from my wife's employer : she is expected to get 1 month of holiday and continue to work remotely till the end of her stay
- Spouse nationality : Turkey
- tell us about what you'll do in Canada : During our stay in Canada, we are thrilled to spend quality time together in Montréal. Between May 10 and May 12, 2025, we will dive into the historic charm of Old Montreal, including Notre Dame Basilica and the Old Port area. In June 2025, we plan to visit Mount Royal Park to relish its breathtaking trails and panoramic city views and explore the natural beauty of Castor Park. These experiences will not only bring us closer but also create unforgettable memories.


REJECTION LETTER:
Thank you for your interest in coming to Canada. I have reviewed your temporary resident visa (visitor visa) application and supporting documentation to assess whether you meet the requirements for a visitor visa (https://www.canada.ca/en/immigration-refugees-citizenship/ services/visit-canada/eligibility.html). This includes assessing whether you are coming to Canada temporarily for the reason(s) you describe in your application. I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) (https://laws-lois.justice.gc.ca/eng/acts/I-2.5/index.html) and Immigration and Refugee Protection Regulations (IRPR) (https://laws-lois.justice.gc.ca/eng/regulations/sor-2002-227/ index.html). I am refusing your application.

• I am not satisfied that you will leave Canada at the end of your stay as required by paragraph 179(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-227/ section-179.html). I am refusing your application because you have not established that you will leave Canada, based on the following factors:

• You have significant family ties in Canada.
• The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application.


Please, can someone help me with what to do so we can apply again with better chance? how can we solve those issues and also I recall the government say in a video that we can apply for visitor when we are in the spouse sponsorship process.

So spouse is coming for 6 months so that is not a short visit. It is a visit to stay and not leave. Spouse has no family ties and for a 6 months visit showed no ties to return (job, property, business etc.).

You requested a very long trip. This shows your spouse essentially has no real ties to her home country and makes it seem like she's just trying to move to Canada early.

Those applying for spousal sponsorship can certainly apply for a TRV but approval is never guaranteed.

Reapply and ask for a 3 week visit.

Note that she can only work in Canada remotely if her company has no Canadian clients and does no business with Canada.

In fact, in our application we gave an permission letter from her employer that stated that she will return to her job.

also, from what you said is it true to understand that shortening the duration to 1 month (for example) would suffice the two points mentioned in the refusal.

I know it's not an exact science with immigration, but please let's me know about your thoughts to what we could do before applying

The officer will have access to your first application. Shortening the length of the trip may or may not work. However if you want to reapply, you should definitely shorten the length significantly. Ultimately no one here can predict the outcome.
