Spouse visit visa refused, Help needed urgently

I live in Australia with my family. Have Canada PR (Indian passport), got job in Calgary and should move in 2 weeks from now. My wife and daughter had PR visa but I did not validate, so applied for visit visa now but got refused. The reason for rejection was “should apply immigration visa to accompany your husband who is Canada PR”
I am thinking to reapply with stating that “She don’t have any intention to apply Canada PR in near future and she want to be in Canada for only few months”

What is the possibility of success? I have spent 2000 AUD already and this reattempt with cost me 2000 more, it is costly try so I want to how feasible it is.

Pls help

While applying for a visit visa, the applicants (in this case, your wife), should demonstrate that they have sufficient ties back to their country of residence and that they would not overstay their visit. In your case, you are showing that you are moving to Canada because you got a job. This shows that you plan to stay for an extended period of time. This affects negatively on your spouse's application. Having said that, if your spouse has a job, property other family relations in Australia then you could mention these in your application. Otherwise, it would be unlikely that the visa officer would be convinced about the temporary stay.
