spouse visa need urgent help

I am here in canada with a work permit since 2009. My spouse applied for open work permit and got rejected on oct 2010 stating could not satisfy the visa officer that he would leave canada.
Another question ,my work permit expires in july 2011. my employer is going to extend my work permit,now submitted for LMO. my spouse wants to apply for a visit visa in june 2011 as he has vacation only in that time. Is it a risk to apply when my work permit is only valid for 2 months? he wants to come only for 20days.

1. There is always a risk.
2. If he was refused for an OWP you can probably expect a refusal for a "visit" since with a spouse in Canada on a work permit in A, B or O of the NOC,he could still apply for an OWP on entry.

Is it high risk to apply now as my work permit expires in 2 weeks and is under processing? should we wait and apply later. my spouse gets vacation only in june,thats the problem. So that he can explain he is on vacation and that's the reason he want to go to canada to see spouse.
pls advise
