Spouse TRV rejected - what should be the next step?

I was following this forum really closely for few months and thus I applied for my wife's TRV with the recommended documents from here on Feb 09. Unfortunately her application was rejected stating these facts -
1. Travel history (She traveled India and Malaysia but she got US tourist visa rejected in 2013)
2. Family tie in Canada and country of residency (I have shown her permanent job - sick mother's affidavit - property on her name - her masters is going on) by the way we got married dec 25th 2014
3. Purpose of visit (i invited her for 2 months from may to June during OUR summer break. as I will be working full time at university I wanted her to visit)

My Documents :
1. Forwarding letter to the Visa Officer
2. Official invitation letter to my spouse
3. Notarized copy of employment contract with the University
4. Proof of employment contract (Part time job at University's IT/Full time during summer)
5. Scholarship and funding letters from the University
6. Letter of acceptance from the University
7. Letter of Invitation from University's International center
8. Letter of International Student Confirmation of Enrollment
9. Official Transcript
10. Notarized copy of passport
11. Notarized copy of study permit
12. Affidavit of my financial situation in Canada (Around CD 47,000 for a year shown - 27000 from scholarship)
13. Notarized copy of Birth Certificate
14. Bank Statement from BMO and Scotiabank, Canada

My Wife's Documents :
1. Detail information of Assets (CA evaluated)
2. Official transcript and Letter from university about current educational standing
3. Leave from job letter (she has been working there for 2.5 years)
4. Notarized copy of Appointment letter + recommendation letter + pay stub
5. Affidavit from applicant's sick mother stating that my wife takes care of her.
6. Authorization from host to operate his share market investment and last six months statements
7. Notarized copy of Old and New Passport Copy
8. Notarized copy of Marriage certificate
9. Notarized copy of Birth Certificate
10. Police clearance certificate
11. Notarized copy of Educational Documents
12. Travel Itinerary (Flight Booking)
13. Notarized copy of Tax and TIN certificate
14. Bank statement from Bank (around CAD 15000 was shown as Fix deposit and cash)
15. Notarized copy of financial transaction between me and my spouse for various occasions.
16. Proof of joint bank accounts and DPS (monthly saving scheme account)
17. Detail history of our relationship (copies of emails, couple and wedding photographs, phone numbers dialled and date of calls received, and Facebook)
18. Previous travel History (India and Malaysia) - She was rejected a visit visa to USA last year :(
19. Notarized copy of our Life insurance.

Now my questions are -
1. Does US visa reject had any impact on her application?
2. Did we apply early? I am asking because we applied 1 month after our marriage. It is a love marriage and we provided a lot of evidence
3. Should we apply for OWP now?
4. What else is there to prove her country tie?

Maybe, it depends on the reasons she was rejected.

That played against you. From CICs point of view she wants to go and LIVE with you. So her ties to Canada are bigger than her ties to her home country.

I would suggest that.

Not much. The problem is that her husband is there and they consider that her tie is stronger to Canada (her husband) than to her home country.

Thanks for the quick reply.
When she applied for US tourist visa she wasn't married. The embassy provided her with a generic refusal letter. But during her interview she was asked whether she was married or not?
1. If we Apply for OWP, what are the important facts i need to keep in mind? cause the scenario is completely different now.
2. How long should we wait before reapplying? My study permit is till august 2016.

Keep in mind the facts relevant at the time you submit the application.
