Hey guys. I am posting this thread as I want to share my experience with everybody I could not see much information about this topic and what so ever I formation I read, was kind of negative to read. But I want to share my experience with everybody to bring positive hope regarding spouse tourist visa.
I am a PR in Canada and my wife is in India.

I applied for her PR and on 2nd July her PR file was received in Nova Scotia.
As of 3rd August there is no movement on the PR file, not even the UCI is generated.
Meanwhile I applied for her tourist visa and despite no hope and a lot of negativity around, TRV is approved.
TRV applied on 24 July, biometrics done on 26 July, correspondence letter received on 2 August and Visa status 'approved' and passport request received in 3rd August.

My wife had no travel history before marriage.
I submitted her documents like her job offer letter, salary slips, ITR, bank statements. She has no assests on her name like a property etc ( which is kind of difficult for anybody of the age group 25-28 yrs to have a property at this age )
I made a kick ass but a very genuine cover letter like my wife's PR file is in process and it was received by cic on 2 July. I miss my wife and want her to visit here. Her travel dates would be for the month of September 2019 for about a month. I will make sure she returns back as I don't want her to overstay and jeopardize her PR file. And she is supposed to go back because her PR process will be done from India like medicals etc. And she has a job to join back. I gave my job documents like employement letter, offer letter, pay stubs.
I got my cover letter attested by a lawyer / oath commissioner here. I also wrote that my marriage is new and I want to spend time with my wife. I want her to visit Canada because I miss her and also she will get to see the Canadian culture, job market, weather etc before her PR file gets approved. Her PR file will take around 6-8 months and meanwhile my wife can visit Canada to meet me, that is why I am applying for her tourist visa.
A letter from my wife's company addresses to visa officer was also given which mentioned that my wife is visiting Canada to meet her husband and her travel dates were mentioned and the employer is aware of her travel plans.
I landed in Canada in May 2019. And I also wrote in the letter that even though my marriage is 1 years old, I did not apply for her visa before because I wanted to get a job in Canada and make some bank balance to sponsor my wife to make sure I can take care of her.
I also submitted a travel iteniary. I gave a booking reference of her travel dates, though the tickets were not booked, it was just a tentative booking reference. It does not make sense to book actual tickets before Visa approval actually.
So yes.... All went in favor for me. I wish everybody gets success in their visa applications.
Please apply without hesitation for your spouses. Just ask yourself 'why will the immigration officer reject a spouse TRV ?'
And then try to cover this points in your application. Just don't give them any reason to reject your visa. A lot of people say that ' it depends on the visa officers mood to grant a visa or not ' but even if that is true, just make a good application so that even the most moody officer does not find any reason to reject a visa. Making a good application is not tough, just be true and logical and while reviewing your application before submission, just look if there are not any gaps left or not, and then cover it.
My wife had no travel history before marriage, had 1 TRV rejection of Canada before marriage, I just wrote in my application that I miss her and it would be a good opportunity for her to visit Canada to see the Canadian culture before her PR gets approved. And that is a true reason for me to apply for her visa. So guys, even if I got lucky, I just wanted to share my experience with you. Let me know if you have any questions and I will be happy to help you. I think I covered the most important things about the documentation.

Thanks for sharing the details.

Did your wife’s PR get approved?
Where did/will you submit her Passport for the PR. Since she was in India while applying for PR, the passport has to be submitted in india only?
