Spouse sponsorship with open work permit

Hi all, pls help.

My husband is a PR holder in canada. need to know that is inland spouse sponsorship have permitted to apply for open work permit or even outland spouse sponsorship can apply for open work permit too.
If i apply for outland spouse sponsorship will i get Open work permit with PR faster then inland process.

pls reply would be helpful to make a decision

Open work permit is only available for inland applicants.
