Spouse Sponsorship photo requirement

Hello,
My wife is sponsoring me from Canada, and i currently reside in the US.
We been married for over a year, and we finally decided to bring our marriage to Canada.
We prepared everything and is ready to be submitted at this moment..

But apparently there is another photo requirement, called "Permanent Residents Photo"
that needs to be submitted to be used for the PR card once the application is approved.
Does the photo need to be submitted at the time of submitting the application? or can it be submitted in the later time when it is approved?

It seems mandatory that you have you have to submit this.
