I am looking at Document Checklist #19 and I do not think my husband (sponsor) needs to meet an income requirement since he is only sponsoring me, his wife? Correct?

So I do not need to include anything for #19? Or should I just in case?

Is the Option C printout included in #19? I am lazy to look right now, but if it is, then you absolutely do have to include it. Although spousal sponsorships are exempt from meeting the Low Income Cut-Off (LICO) requirement, CIC still needs proof that your husband's income does not derive solely from social assistance (other than for reason of disability) and that he is capable of supporting you.

My husband (Canadian citizen) has lived in the US since he was 18 so he has never worked in Canada.
So we cannot include an Option C.
Instead we included U.S. tax forms, etc.
He is currently collecting unemployment in the U.S. but has a job offer in Canada.
We explained all in documentation.
Maybe we should just include bank statements etc to fulfill #19....good idea?
Better to be safe, right?

It is true that spousal sponsorship is exempt from the income requirement. #19 only applies if you are not producing an option C printout. Even though you must not meet the income requirement you still have to send an option C printout and if you cannot, you should send other evidence that your husband can at least support your basic needs for the 3 years of the undertaking. (Employment letter, bank statement, or another document listed in #19 of document checklist.)

Yes, include the bank statements along with the information regarding your husband's job offer. It is always better to err on the side of caution when producing alternate evidence to something CIC normally requires (in your case, the Option C).
