Spouse Sponsor Outside Canada - Police Clearance; 18yrs or Since Birth

I found two contradicting statement in the CIC website. Does anybody know that when obtaining Police Clearance for my spouse for sponsorship. Does the clearance needs to be from Birth or from 18 years of age.
