It depends on when in 2018 you applied. The requirement is on CIC's website but not in the checklist, which makes me think they may ask you to provide at a certain time.
If you haven't, they may ask you to submit biometrics at a specific point in time, or return your application and ask you to resubmit with biometrics.

If we received your application before July 31, 2018, you don’t need to give your biometrics. Even if your application is still being processed.
Exception: If you’re from one of these
29 countries and 1 territory and you applied for a visa, work or study permit, you need to give your biometrics if we received your application before July 31, 2018. If you applied for permanent residence and we received your application before July 31, 2018, you don’t need to give your biometrics.
