No need to translate, documents can either be in French or English! The embassy with whom you file the documents will definitely accept them in French.

I am not entirely sure what you mean.
If you need these papers for anyone other than the Canadian government (ie embassy, immigrations, etc), then you need to have it in whatever language they request it in. Most likely they require an official translator to translate. For me to get married outside of Canada, I needed official translations into Spanish-- but this is what that municipality wanted. So if you are dealing with a municipality outside of Canada, yeah, translations are PROBABLY needed if the official language is not French.

Anyway, if this is about getting married, you just need to go to the municipality and ask them this info as all municipalities differ. Even if you're getting married in a municipality in Canada, outside of Quebec or New Brunswick, you probably need to translate them.

If he is in Quebec, google "Ordres des Traducteurs quebec". These are official translators -- official translators are probably your best bet.

Or contact your municipality. Maybe he can translate the documents (or you can do so for him prior to his arrival) at a translator recommended by the town you are getting married in. In Peru, where I am, you need to translate documents by translators in Peru. So I would check that option out too.
