Spouse PCC delayed and might not be able to submit it before deadline

Looking for some advice as soon as possible!

I have received AOR on Feb 5, 2017. After receiving AOR, I went to India, got married on Feb 17, 2017 and returned back to Canada on March 12, 2017. I informed CIC regarding my marital status change in March through CSE and email to CPE-Ottawa. CIC sent request letter which includes list of documents and questionnaire required to add my spouse in PR application on March 16, 2017. We have deadline of 1 month to submit all the documents.

My wife has moved to Pune for Job since more than 1 year and she lives in PG. Unfortunately, she doesn't have any valid address proof for current address in Pune. She has applied for PCC online and booked appointment in PSK. PSK agent has issued payment receipt and asked my wife to visit nearest police station for further verification. When my wife went to police station, police officer asked for address proof for her current address. My wife doesn't have rent agreement or any other document which can be presented as proof of current residence. Can you please advise which document can we use as proof of current residence?

Also police officer mentioned that it will take more than 3 weeks to complete verification and issue PCC. From the current situation, it looks like she will not get PCC before deadline. If we submit all other requested documents to CIC before deadline with Letter of Explanation, explaining our situation for PCC, would CIC provide us additional time to submit PCC?
