Can I apply for my wife's OWP application along with my PGWP application? Is there any restriction to that?

Do you already have a full time job that is NOC A, B or 0 skill level?

No. But I know with NOC A and B job I can apply for OWP for my spouse. I need to know is there any restriction to applying together.

No restriction on applying together provided you have secured a full time skilled role.

I have a full time NOC B job offer.
I don't think a job offer is enough. I believe we have seen refusals when only a job offer was provided. I believe CIC expect you to actually be in the role and already working full time (and being paid) when you apply for the OWP. If you aren't in the job yet, I would wait until you are before you apply for the OWP.

1. You have to include a job description from the employer and a minimum of 1 pay stub to prove that you are working in a skilled job.

Thanks for confirming. That's what I thought...

Thanks a lot for your responses. One more thing, Will it be a wise idea to apply for my spouses' visitor visa along with my PGWP application?
