Spouse open-work permit renewal

I've finished my studies and I am applying for a PGWP , and as my wife's open work permit is expiring soon, I'm looking forward to renew her open work permit.
I was worried about not having a job under the NOC 0, A or B, and not being able to have her application successfully accepted because of that.
However, an immigrant consultant told me that C43 exemptions(which involves PGWP applications) do not require a Job Offer, so my spouse would not need me to have a Job Offer for her extension. The immigrant consultant said that my wife's work permit would be automatically tied to my PGWP, so I don't need to have a skilled work.
I would like to know your opinion and confirm this information.

1. You need a new consultant.
2. You have to have a NOC A, B or O job and 3 pay slips for your spouse to apply for an OWP>

As said above - fire your consultant.
