Spouse open work permit refused

Hello Everyone
I am on open work permit (PGWP) and had applied for my spouse open work permit but it has been refused twice.
P.S. Both time I had applied through a lawyer and she is a graduate and does not have any work experience back home.

1. Applied on 23 November 2019 and got the refusal in 16 days
Reason:
- I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 200(1) of the IRPR, based on your personal assets and financial status.

2. Applied on 12 March and got the refusal on 21 May 2020
Reason:
-I am not satisfied that you have sufficient funds, including income or assets, to carry out your stated purpose in coming to Canada or to maintain yourself while in Canada and to effect your departure

I had submitted all the documents required and while applying for second time I even transferred a land under my wife's name to show asset and Also I had shown $10k in my bank account and $18k and an asset worth $20k under my wife's name. But the account which I showed was a joint account of my wife and my mother in law.
Also to show her financial status back home I had submitted my father in law's bank account, business account, his personal assets and a letter from him stating that he would help her financially for her visit to Canada

Lawyer had advised that as my wife is not working its better to show a job while we apply for the third time and has told me to wait at least 3 months from now so that she has some work experience and has also advised me to show more funds in my bank account over here.

I am confused as to whether should I wait and do what lawyer says or is there any other way out without waiting and showing any job experience of wife back home.

(Also took a second opinion of a consultant/lawyer and he told me that due to pandemic they are not issuing SOWP as much but they are not giving that reason and also because of so many lay offs and no work in the country they want to make sure people here have the job and advised to apply after this pandemic gets over)

Please advice as what can be done.

That doesn’t look like financial issue, I will rightly advise that your wife get a job and you reapply after some months.
Did you have at least an noc b job? Did you attach enough documents to proof your marriage validity? I will also make sure that’s included and please include your offer of employment that clearly shows your role and your annual pay.

Based on the refusal reasons, you were refused due to lack of funds.

IRCC likely only considered the $10K in funds that were in your name. Anything that is joint with your mother or father in law would not have been counted. You should strengthen your proof of funds an increase your savings before applying again. The funds should be in your name or your wife's name only.

Just to add, did you added an sop to explain all the documents submitted and their intent? That can be of great help when VOs are making decision, if it’s not added please add it and if your job annual pay is above your province LICO please let them know as well because pointing out those fact do help greatly in getting application approved.
