I am going to Canada to study, but my spouse will get a Spouse Open Work Visa.

So here is the question: after working for a year, can you file for permanent residency based on Canadian Experience? If so, of course, that would mean that by the end of my studies, one of us could be a permanent resident. I have looked and looked and none of the regulations say NO! It cannot happen!

Yes - it's possible to apply. However just because your spouse qualifies to apply under CEC doesn't mean she/he will actually be selected. So far no one with fewer than 450 points has been selected - and recently the number of points required has been over 470. You might want to calculate your Express Entry points to understand what this means and what it may take to be selected.
