Spouse Open Work Permit of International Student

Hi,

I am student in Canada. My husband wants to apply for SOWP. He has earlier applied for TRV and his visa was refused. My question is-

What documents should he provide with his application?
Should he give the same UCI number which he gave for TRV?
What should be written on the Letter of Explanation?
