Spouse Open Work Permit - id part time job needed for me?

Hi,

I am currently studying my masters at the University of Regina and I have finished only one semester. I arrived in Canada in Jan 2018 for the winter semester. Now i am thinking of applying for my husband's SOWP visa. Following is my situation.

1. We have been married for one year
2. When i got my study visa in November 2017 (i had not landed in Canada yet, so did not have a study permit) I applied for my husband's visitor visa and it got rejected stating lack of family ties in India and Canada
3. I have obtained my first semester transcripts and invitation letter from my university saying they support him to come to canada.

These are my questions
1. is this the right time to apply for his SOWP? I wanted to wait for one semester just to be safe
2. Some say that i need to have a part time job in Canada for atleast 3 months before i can apply for my husband's visa. I do not have a part time yet and i am still looking. Is part time for me necessary criteria?
