Spouse open work permit fron inside Canada

Hey guys, can someone help me? I am on a study permit on Canada and my wife got a visitor visa V1 before getting married to me. Now she is working in Qatar and i want to apply for her for the Open Work Permit from inside Canada, since it takes 9 months for the Abu Dhabi office to process her work permit. Can i apply for her if she comes here in Canada for 1 week and after she gets back to her work in Qatar while waiting for the visa approval?
I have read about the possibility to change the Tourist visa in an OWP if your spouse is a full time student in Canada.

Does someone has experience on this situation?

I think so she can go back and work... chances are good to get spousal work permit.
