Spouse Open Work Permit - Covid

I am here on study visa, my spouse is visiting (he arrived before boarders closed). We have applied for an open work permit so he can stay, but he needs to give biometrics - which he obviously can't do. I know that if you apply for extended visitor status you can stay whilst they process application - is it the same for open work permit? If not and it doesn't come through can we apply to extend his visitor status (a couple of days before his 6 month deadline) while waiting on the open work permit application? Just for clarification - it is possible for him to go home but atm he prefers to stay with us.

is it the same for open work permit?
Yes, if he is in status in Canada and applies to extend or change his status, he can stay (it's called implied status) until a decision is made.
