Spouse of PR in Canada on Visitor visa. Is TRV required for re-entry?

Hello All,

I tried looking on this forum for a topic like this but haven't found one yet, I apologize if there's repetition.
I am a PR and my wife is in Canada on a tourist visa (she's an Indian citizen). We have applied for her PR (Inland spousal sponsorship) + Open work permit.
My wife's visitor visa expires in 2023 and she has been in Canada for over a month now.
My question is whether she needs some kind of re-entry visa (apart from the tourist visa) to re-enter Canada.

She needs a TRV to re-enter Canada.

Be advised that it's recommended she remain in Canada while the inland application is being processed. If she leaves, there is never a guarantee she will be allowed back into Canada (whether she is allowed back in and for how long is up to the CBSA officer). If she's not allowed back into Canada, this will effectively cancel her inland application.

Can she be denied entry even if she has an open work permit (what I mean is can she apply for TRV after she gets the open work permit and then re-enter Canada?)

Yes - she can still be denied entry. The OWP doesn't guarantee re-enter. It's rare people are denied re-entry - but it does happen.
