If the Spouse doesn't want to go through the mandatory process you have the following options.
1) Divorce the spouse. This would have to be a genuine divorce, with no prospect of reconciliation, not just for immigration purposes.
2) Don't apply for PR at all.
The option of declaring that you will never be able to sponsor in the future is unlikely to be accepted by IRCC for a spouse, even though it sometimes is for a child.
