Spouse lending before principal applicant

Hello,

We have situation where spouse will lend before principal applicant.
From CIC we received:

Your application to study or work in Canada has been approved.

It is not indicated that it is Open Work Permit. All references to Work Permit - and it is also not indicated that it is not a principal applicant.

Any ideas or experience with landing before principal applicant? Any note that it is an Open Work Permit?
