Spouse language ability- does it have any added advantage?

Please can you answer the two questions I have.

1. Will there be a merit if the spouse has also a language test assessment done for him/ her?

2. I am a software engineer and my wife is a veterinary doctor. Who do you think as the better primary applicant so that we can get a high score? I am having a Bachelors degree in computer ( 4 years) and she has a Veterinary science degree ( 5 year degree which allows to perform the profession )

In terms of education you both have the same highest degree as Bachelor, so there is no difference in terms of points.

Information you have posted is not enough, but in general person with Canadian experience and higher IELTS score should be primary applicant.
