Your husband will be a non-accompanying spouse in your application, and will still need to pass a medical exam in order for you and your kid's PRs to be approved.

Since he is non-accompanying, he will not get a PR visa to come to Canada. So in order to accompany your children to do their landing when they get PRs approved, your husband will need to apply for and be approved for a TRV to come to Canada as a visitor. If the TRV is rejected, then he can't accompany your children.

Hi Rob_TO. Thanks for your responce. Yeah I indicated in my papers that he''s a non-accompanying. But why the IRCC only give a medical kit to my kids? Is it possible because I'm divorced with him here in Canada? So he should apply for visitor's visa in short. Thanks again

Oh well that is different. If you're legally divorced in Canada, then he is NOT your husband so you should not refer to him as such regardless of status in your home country.

He is not just a non-accompanying, he is completely excluded from your application. So of course does not need to do medical, and can never be sponsored to Canada in the future.

In this case the only way is for him to apply for a TRV to Canada separate from the PR application. In the TRV app he can certainly indicate the reason for the trip, but as I mentioned there is no guarantee it will be approved.
