Spouse in student visa can partner apply for express entry in Canada?

Hi,

My friend is in student visa in Canada and her husband wants to come here. They are planning to apply for spouse visa.

My question is can her husband directly apply for express entry while she’s studying here? Her husband has been working as a software engineer in a multinational company between three to four years. If he is eligible for express entry please discuss the visa requirements and the possibilities of his express entry being approved. Please share the advantages and disadvantages of doing the above, both spouse visa and express entry.

If he qualifies, he can apply. The spouse work permit is completely separate from a PR app.
