If spouse resides in different country than the principal applicant , which visa office should be responsible for processing the application ?

Is the CHC responsible for the country where principal applicant lives ?

can any foriegn account of the spouse be used as POF ?

The principal applicant is the main person who is applying and so his or her residence is what matters. Yes , Its the CHC responsible for that particular country of residence.

can any foriegn account of the spouse be used as POF ?

Yes , as long as the spouse has also been included in your application and will be moving with you to Canada
