Spouse distance learning degree 3rd division

Friends....need your advice... My spouse has bachelors degree (distance learning) from delhi university in Arts and scored third division . While surfing net, came across some pages mentioning that Wes evaluates only 1st division indian bachelor degree.is that true? I was thinking to get my spouse ECA done to claim points. Could you please clarify my confusion?

I didn't find this information in WES site but found on other random sites about 3rd division evaluation rejection by WES. Before I pay CAD 300 for my wife education evaluation, want to know if WES can do her degree evaluation as she has 3rd division?
