I need some advice to bring my wife here in Ottawa. We have been very unfortunate/unlucky with her applicatiions. Here is a short background about my visa/status, and her TRV applications and rejections:

I have read number of posts in the forum and our inclination is towards Spousal Dependent Work visa. However, we are ready ot spend the money on student visa if that is a better option -- can't wait anymore! Since her visa has already been rejected three times, we want to make sure we apply for the right visa.
Any suggestion, advice, thoughts...anything that would help us would be great.

- Came to Canada (Toronot) on a student visa in 2014. Studied two years and recevied a three years OWP.
I have fulltime job with a software company and now I am living in Ottawa.
My Wife's background
- Applied for TRV and Work permit in 2014 after I came to Canada. Both got rejected. Reason for rejection: Family ties in Canada and country of Residence and Could not proved that the she would leave the country after end of her visa.
Applied for TRV again with supporting documents. Got rejected again. Reason for rejection: Travel history and Family ties in Canada and country of Residence
My wife was working as an expat in Qatar when she applied for these visa. Now she is in India and we are planning to do all applications from India. Also, she will not be working while she is in India.
