YES he can!! How long you stay in Canada has nothing to do with whether or not your husband can apply for visitor visa. As long you are in Canada, he is a good reason to apply for visitor visa. Write an "Invitation Letter" telling CIC you are in Canada and you want your husband to visit you. Also, visit the CIC website which has good information about the documents needed for the visitor visa. The two biggest concerns for CIC are if you and your husband have enough money to be self sufficient while you are in Canada and if your husband will leave by the end of his visitor visa. The documents you should submit to address these issues include:
1. Letter of Employment
2. Bank statement showing how much money you and your husband have
3. Your husband's ties to his home country such as employment, family, etc.

These are just a few examples. There are more documents you can submit to strengthen your application.

Good luck.
