Spousal visa open work permit application

Hi All,

I'm sure this has been asked numerous times in the past, but I can't find a straight answer and also getting conflicting information elsewhere.

I am on an IEC visa that expires in December 2020, and currently applying for spousal visa (my wife is a Canadian citizen). I would like to apply for an open work permit in case the spousal application is not approved by December 2020, my 2 questions are:

1. Should I send the open work permit application at the same time as the spousal visa applications (which would be in the next week or so)?
2. You are eligible to apply for an open work permit if you are currently on an IEC?
