i can play cat and mouse with you my new best friend for as long as you want but the fact is based on logic. Lets see if you can read with a bit of more concentration then you have shown before.

To visit Canada, you must:

•have a valid travel document, such as a passport
•be in good health
•satisfy an immigration officer that you have ties, such as a job, home and family, that will take you back to your country of origin
•satisfy an immigration officer that you will leave Canada at the end of your visit and
•have enough money for your stay. The amount of money you will need can vary with the circumstances of the visit, how long you will stay and whether you will stay in a hotel or with friends or relatives. For more information, ask the Canadian visa office in your country or region
How do you convince them that you will come back if God forbidyour PR application is rejected. They know you will not come back which is exactly what they wrote to me when i applied.I am sure you are one of those lucky ones who got a visit visa while your file was there for immigration. When the visit viisa was rejected i contacted my MP and got a letter from them that my wife will return incase she is rejected for PR but even then they were not convinced.
May be the rules you are referring to allows us to apply but to actually get it is a different ball game.

People need to understand that what is written on the CIC is the truth. If the CIC site says that "dual intent" is a valid reason for granting visitor visa then that is the case for all countries. In fact, they even provide a scenario on the site that is applicable to spousal visas.

An applicant applies for a temporary resident visa (TRV) to visit Canada but is denied solely because they have a family class application for permanent residence in process. In the refusal letter, the officer states that because the applicant is pursuing permanent residence, the officer is not satisfied that the applicant will leave Canada at the end of the period authorized as required by A20(1)(b). The officer has made an error. A22(2) precludes denying an application for temporary status on the basis that there is an outstanding permanent resident application, if the officer believes that the applicant will leave Canada at the end of the period authorized for their stay. If the permanent resident application is finalized after the issuance of the TRV, the applicant would be authorized, on the basis of the permanent resident visa, to remain in Canada.
It is at the officer's discretion to grant the visa based on your letter of sponsorship. However, to reject the visitor visa application just because the application of permanent residence is being processed is wrong as per the example above.

My advise is to make sure that letter of sponsorship for visitor visa is honest and clearly states the dual intent of the letter. How the immigration officer evaluates the visitor visa application request is beyond anyone's control so there's no point of worrying about it. Bottom line is if you apply for it you may get it. It is not guaranteed but if you don't apply for if you will never get it.

People should not be discouraged from applying for a visitor visa for spouse because the acceptance or rejection of the visitor visa has no bearing on the eventual outcome of the PR process.

I have no interest in playing cat and mouse with some anonymous person on the internet. The fact is that i was able to get a visitor visa for my spouse and i am simply sharing my experience with the the rest of folks here.

I was told not to re apply as it might spoil my immigration case so i recommend you dont try the fourth time. I guess cic randomly choses whom to grant such visas but having said that i am yet to meet anyone else except MR.BABA HERE who got a visit visa while PR in process.
I would have asked for some luck too but i recently received my PPR request so hopefully you will too just be patient coz thats all you can realy do.Inshallah this hard time will be over for all of us.Ameen!!!!

It depends a lot on the country you are applying from. The refusal letter from the embassy in Pakistan clearly stated they would not issue a TRV while a PR application was in process. According to CIC's guidelines, this was an error on the visa officer's part, but you can't appeal TRV decisions. Maybe write a letter quoting the guidelines and pointing out the error.
Where is baba786 from? If it's Pakistan, please explain more about how you got the TRV while a PR app was in process.

Also keep in mind that refused TRV applications do affect a later PR application. The visa officer will be suspicious; they will want an interview. One of the first things mentioned in my husband's CAIPS notes is the fact that he had two refused TRV applications. That is, in the list of basic facts about his application - "first marriage for both, met in ___ in 2001, married in 2007, PA has two refused TRVs." That's not good.

Yes please dont apply for a VISIT VISA again, it is just a matter of 8-14 month to get your sponsership application to be completed.

Please dont be too desperate, peoples have waited 25yrs to get married and now they cannt wait 1 more year to have their sponsership spousal with them. BE BRAVE :D
