First of all Thank you and love you all for supporting and helping me to get my visa in August 2015 ;D :-*

Now, I am getting married in Nov. I already finished my landing procedure in Canada. I am planning to sponsor my wife when I go back to Canada in Feb.
As it's a love marriage so my wife is from other state, she has a birth certificate from municipal hospital wherein they have not mentioned her name.

I have some questions please answer all of them.

1) Is it compulsory for her to issue new birth certificate with her name written in it, or passport and school Leaving certificate are enough?

2) She is living in Bengal for last many years, she has to issue her PCC from Bengal or she can do the same from Ahmedabad after getting married? Ahmedabad in my hometown.

3)Can I submit her file in Canada instead of India? As it takes long time here.

According to the country specific guide birth certificate is required BUT it says "Note: If the birth is registered late, include the original baptism certificate and other original
documents establishing identity such as:
• old school records (Fifth class, Middle standard and Matriculation certificate), and
• Voter’s ID card."

2) PCC is required for countries she has lived for more than 6 months and its not based on the city she has lived.

3) The visa office for the applicant (your wife) is based on the country of citizenship of the applicant and in this case India so all files will be transferred to India and will go through the queue. The maximum it can take is 17 months if there is a delay or an interview from the time the file reaches Delhi and NOT from the time you apply in Mississauga but most straight forward applications are taking 8-9 month.

Just to give you an overview:

Your wife will fill out the part 2 and 3 of forms and send it to you and you will complete the part 1 and mail all three parts to Mississauga
They will asses you as a sponsor (part 1 of the forms) and once approved they will transfer the file to Delhi - its taking 60 days plus for this part

So the total time is 60 plus 8-9 months or 60 plus 17 months if there is an interview.

Also keep in mind as a PR you are required to be in the country as her file gets processed because only Canadian citizens are allowed to sponsor while being outside the country. She can obviousily apply for a tourist visa and here is a thread dedicated to it.
