It's really your choice. Regardless of whether you file inland or outland, you must be living in Canada when you submit the application and then continue living in Canada while the application is processed. If you apply inland, your spouse must be inside of Canada at the time you apply as well. With inland, your sposue will qualify for an open work permit which will be issued sometime around the six month mark after the complete application package is submitted. There is no open work permit available if you apply outland.
