Is there any chance to bring my fiance to Canada as a visitor and start sponsorship application in Canada? I am a Canadian citizen, my fiance is from Kosovo; he lives and works in Germany and has legal documents to live and work in Germany. Do we have to get married and then I sponsor him? I have flight phobia, and I worry how we can get married as I am not able to travel by plane.
 
Your fiance can certainly try to apply for a TRV so that he can come to Canada to get married here. To be approved, he will need to demonstrate he has strong ties to his home country / country of residence and has no plans on remaining in Canada long term. Typically it's more difficult to be approved if you are applying from outside of your home country. If the TRV is approved, then he can travel to Canada and you can get married here. If it's refused, you will need to fly to Germany or elsewhere so that you can get married then and then apply to sponsor him for PR.

No - it's not possible. The marriage won't be recognized by Canada.

Out of curiosity, if you have a flight phobia - how have the two of you met in person already? Was he in Canada under some sort of status previously? If so - what visa / permit did he hold?
