Spousal Sponsorship, need help (or more information)

Im planning to sponsor my wife, here's our story. I am a permanent resident here in canada, and she was temporary worker. I met her and I fall in love with her then we got married. Situations changed, she wasn't renewed on her job. Instead she applied for a toursit visa, and was approved to stay. However we both decided that she better go back home to Philippines so that we can go through spousal sponsorship for her to be able to come back to canada. So now shes in the Philippines. I have already filed a REPORT OF MARRIAGE at the Philippine Embassy. I received our copy of the Report of Marriaged signed by the consul and I have sent it over to my wife in the Philippines. My question is :

1. How and where can we apply to get our Marriage Certificate which is one of the requirements in sponsoring my wife
2. How long will it take before our names ( Me and my wife as married couple) be registered in NSO or National Civil Registrar?
3. Will she be able to get a copy of our Marriage certificate at NSO using the documents that we received from our Report of Marriage
How can she apply to use my Surname on her pasport??

You really shouldn't have sent her back to the Philippines. You could have applied while she was here in Canada. Anyway, since you got married in Canada you get your marriage certificate from the department of vital statistics of the province where the marriage took place. Google "Vital Statistics" and the province name. Regarding the information for the Philippines, you will have to look on the NSO website for that or wait for a response from a Filipino member of the forum.
