Spousal Sponsorship: Getting PCC from India

I am a PR in Canada and in process of sponsoring my wife to Canada. She has to get the Police Clearance Certificate (PCC) from nearest Passport Seva Kendra now. When i checked the documents required for PCC. I found the following list from this site : https://www.mea.gov.in/police-clearance-certificate.htm

III. PCC FOR DEPENDENT FAMILY MEMEBRS OF A PERSON RESIDING/EMIGRATING IN/TO BOTH ECR AND NON-ECR COUNTRIES:

• Old passport in original with self-attested photocopy of its first two and last two pages including ECR/Non-ECR page and page of observation (if any).
• Proof of Present Address (in case of change of address)
• Sponsorship declaration by the person who is sponsoring the emigration of the PCC applicant.

Do you know what is this sponsorship declaration? How to provide that ? Is this even necessary ?

My wife got PCC easily. There was no need of any declaration. Only passport was enough. She was just asked verbally about the reason why she want it

Are you following any threads on the forum for beginners? I am just putting together documents and advice from others makes a big difference.
