Does eligibility and background checks keep progressing while CSQ is in process (spousal sponsorship)? I mean can you have bio, medical, eligibility and background COMPLETED, before getting CSQ approval?

I'm honestly not sure it really matters these days given Quebec has put in a cap for spousal sponsorship and will only allow a limited number to be approved each year. Unless something changes, you're in for a 2+ year wait regardless.

It's been discussed extensively in the Family Sponsorship section of the forum. Also, if you go to the IRCC process times page, you'll see that the estimated processing times for Quebec are now separate and listed as 26 months. This is because Quebec has put in caps. See links below:
