Unlikely as the NBI is only thing acceptable to CIC: http://www.cic.gc.ca/english/information/security/police-cert/asia-pacific/philippines.asp

one more question, it takes too long for NBI. and my husband work permit will expire on Aug 2014, and we need to pass our application before end of this month. Can we pass our application without NBI clearance and send it right away once we had it or do we need to wait for the clearance? we running too late, because we included the OWP in our application.
