Spousal sponsorship and dual intent TRV

Hello, I am applying for the spousal sponsorship soon and I already paid the fees. We would also like to apply for the dual intent TRV visa.
My wife had applied for the TRV visa two times last year before we got married. However, she received refusal both times.
Due to this situation, we have following questions questions:
Should we apply for the dual intent visa?
If ever we decide to apply for the dual intent, should we wait for the AOR or we can apply with the PR payment receipt?
Should we appoint a lawyer/consultant to file the dual intent visa as my wife's TRV visa was refused two times before our marriage?

IMO claiming "dual intent" generally doesn't really help applications.

She will need to overcome the reasons why the previous applications were refused in order to be approved. With two refusals already, I personally might be hesitant to apply again and potentially rack up a third refusal as too many refusals can sometimes impact a PR application. However that's obviously your call and I can certainly appreciate that it's very difficult to be separated while the PR application is processed.

Can you strengthen her application (i.e., show stronger ties to her home country, etc.) vs. the last two times she applied.
