Question about visitor record

I recently decided to put a hold on my CEC plans since my score is 502 and have instead applied for PR through my spouse. Given that my PGWP expires in less than two weeks, I understand that I can apply for an open work permit without an AOR.
My question is: if my PR application is returned outside the 90-day restoration of status window, would it make sense to apply for a visitor record as a backup while submitting my open work permit application? This way, I can ensure I maintain legal status if my current work permit expires.
Is it possible to apply for both an open work permit and a visitor record ?
