Spousal Outland US Citizen applied 2016

Hi Everyone,
I am new to this site and wanted to ask if anyone has applied in 2016 are American and applied as Outland. We applied for my husbands PR September 2016 and are still waiting for his background check to be completed. Last week we got an email from IRCC saying Your application has been transferred to the visa office in Los Angeles, CA, USA for further review of your eligibility and admissibility for a permanent resident visa.

I don't understand this as he has full clearance in the countries (which is only 2) he has lived in. We are now going onto month 19. So many of my US citizen friends got it within a year. My local MP is saying its because of his travels and places he has visited so background checks can take longer. He is getting penalized for having an extensive travel history. It really sucks because we just had our second kid and married for 4 years.

Does anyone have a similar experience or can shed some light?

You should order your GCMS notes to find out exactly what the issue is. Generally, the files whose principal applicants are US citizens that are transferred to Los Angeles visa office, have something concerning that requires further assessment from this visa office, since usually the applications whose principal applicants are US citizens are processed in either Ottawa or Mississauga. Do you know if your husband has been charged for anything in the past? Also, you should tell us more about his travel history. I don't think just the travel history alone would take this long, there must be something else, although I may be wrong and they are in fact taking their sweet time.
