Spousal open work permit

Hello,
I am an international student and currently in Canada. I want to apply for a spousal work permit. My spouse is in Abu Dhabi and her home country is Turkey. When I checked the processing time in Abu Dhabi It was 39 weeks and this means around 9 month which is too long. However, the processing time in her home country is 10 weeks.
Is the 9-months processing time is normal? Also, Can she applies from her country while she is in Abu Dhabi to gain more time?
What do you think guys could help with this and minimize the processing time?

Current posted processing times are currently not accurate. Unfortunately you are likely looking at a long wait time for SOWP since they permits are on the bottom when it comes to priority. When did you get married? Was it arranged? How much time have you spent together as a couple before or after marriage? If arranged assume no time as a couple was really possible. Many spouses are refused SOWP if applied right after mariiage

My spouse is in Canada and has OWP . We have been married for 1year now. The processing time shows 56 weeks , is there any chance this could change ?
