Spousal Open Work Permit / Within Canada

Hello,

I am finding a lot of mixed information regarding my issue.

My spouse is on a study permit in Canada. We were not together back when she received her permit, she has been living in Canada since then.

I am on a Post-Graduate Work Permit, and we both live in Canada.

We simply want to change her status. She will no longer be studying in Canada. We are trying to apply for a SOWP.

This page from CIC says that applying from within Canada is allowed in some cases:

As stated there, you can apply if:
"you, your spouse or parents have a valid study or work permit"
This seems to cover our situation.

However, when checking her eligibility online, it does not lead us to the SOWP, it says that she may need a TRV. I do not understand why she needs the TRV. Isn't the TRV used to enter/leave the country?

We only get to the SOWP if she reports her status as a visitor, instead of a student. The problem is that this is not really true.

We contacted an immigration advisor from her university, and he told us that she can only change her status from her home country, and not from within Canada. This made us even more confused, as it seems to contradict what CIC seems on the page mentioned earlier.

Has anybody been through this? I do not think we are the first people to ever try changing permit status in Canada.
