SPOUSAL OPEN WORK PERMIT holder qualify for Canadian Experience Class.?

Hi! Just want to ask: Does a holder of SPOUSAL OPEN WORK PERMIT (who also got a job under NOC A, B or O) qualify to be the PRINCIPAL APPLICANT for Canadian Experience Class PR Application as the time period for temporary foreign worker is changing from 24 months to 12 months. I just want to confirm this because than we will be able to apply PR before the completion of my wife's studies...
Any suggestions would greatly appreciated.

If one has accumulated the required work experience under the required skill NOC A, B or O - on a valid work permit (including spousal open work permit), he or she can apply for PR under CEC as the PRINCIPAL APPLICANT.
