I need to have some information about my spouse case, if a remedical has been asked by embassy does it mean interview has been waived and background check is complete?

Under normal circumstances they would not ask for re-med if they are not going to give the visa.....
they most have made up her mind to grant the visa by now...

Background check not necessarily has been completed, but most likely they don't expect any thing from it...

I would feel comfortable about the situation, but you will know for sure when the Visa is on hand....
