Part of CIC requirements for Spousal sponsorship is that the sponsor must not be receiving social assistance.

What about the applicant ( person being sponsored) ?
What if the applicant (person being sponsored) is receiving social assistance or has stopped receiving few months before the sponsorship application submission.

Do you mean this person is receiving social assistance in their home country? If so, not an issue.

I don't understand how that is possible.

What kind of social assistance are they receiving?
My friend has two kids..one baby and one 5 and she was receiving social assistance and working and she brought her husband to Canada but she had a good lawyer and they used humanitarian reasons and it worked and got accepted so if she has a good excuse in why she is receiving assistance then it fine but if it’s for no reason and then it won’t be approved

Not the same situation. Your friend was the sponsor. OP is asking about a situation where the applicant is the one on social assistance.

Would add that your friend is lucky. Being in social assistance while applying for H&C is viewed negatively. Supporting yourself without government help is quite important for many H&C applications.

Am not asking about the sponsor being on social assistance. I know that is a no no gor CIC.

Am asking if the applicant. ( THE PERSON THAT IS BEING SPONSORED) Is receiving social assistance ( welfare from ontario works).

How did he/she qualify for welfare?

Welfare is assessed as a family, so if one spouse is receiving it, both are receiving it and the sponsor is ineligible.
